1. RIGHT OF ENTRY TO THE PROFESSIONAL WORLD AND EUROPEAN TITLE BOUTS

1.1 A fighter has the right to fight for the IKAS European title if:
1.1.1 He is the professional national champion of his country and his promoters have to arrange a minimum of 3 rating bouts with not less than 10 rounds each. Only in this case the IKAS will give the fighter the right to fight for the IKAS European title.
1.1.2 He is not the professional national champion of his country but he has more than 8 professional bouts in his record, the IKAS will allow his promoters to arrange 3 rating bouts with not less than 10 rounds each. Only in this case the IKAS will give the fighter the right to fight for the IKAS European title.
1.1.3 He is the amateur World or European champion and must fight in a minimum of 5 rating bouts with not less than 10 rounds each. Only in this case the IKAS will give the fighter the right to fight for the IKAS European title.
1.1.4 The same rules are applied to receive the right of entry to the IKAS Intercontinental bouts.

1.2 A fighter has the right to fight for the IKAS World title if:
1.2.1 He has one of the following titles: PRO Intercontinental, European or World.
1.2.2 He is the amateur European or World champion and has more than 10 professional bouts in his record and has the national title.
1.2.3 He participated in more than 20 rating fights and won most of them. (Example: 20-2/9, 20-1/3)

1.3 Other cases:
1.3.1 If he has European or World title of any other federation or organization, then he must fight in 3 rating bouts with not less than 10 rounds each to be allowed to fight for the IKAS equal title.
1.3.2 Only IKAS licensed fighter has the right to fight at IKAS sanctioned bouts. If a fighter and a promoter have no licence or agreement with IKAS, he has no right to fight at IKAS sanctioned bouts.
1.3.3 In case the promoter who organized a show invites a non-licensed fighter to any IKAS sanctioned bout, he keeps the licence and the belt but fight results are cancelled.

1.4 Title defense
1.4.1. Fighter that holds Asian, CIS, European, Intercontinental or World title must defend it within three months from the moment he won this title.
1.4.2. Once he receives an official challenge to defend his title, he must respond to it within seven business days and provide written confirmation or refusal to defend the title. In case the fighter refuses to defend his title with no reasoning or if he appeals to an injury that is not supported by a medical certificate from a physician, IKAS reserves the right to deprive the fighter of his title.
1.4.3. Fighter may refuse to defend his title as a result of injury. The injury should only be training related and this should be supported by a certificate from a doctor paid for by the fighter. IKAS also reserves the right to arrange a private examination of fighter's injury and nominate and pay for its own doctor.
1.4.4. Fighter may refuse to defend his title if he is not satisfied with the contract, namely the purse related term. The purse should be set in accordance with IKAS rules.

2. IKAS BELTS

2.1 The IKAS World champion belt is a challenge belt. It contains precious materials: platinum, silver and more than 20 gramms of gold. When a fighter loses he will receive a duplicate with a special "duplicate" sign and the period of time the figher was the champion of the World. The IKAS Intercontinental and European belts also contain precious materials: platinum, silver and more than 10 gramms of gold. When a fighter loses he will receive a duplicate with a special "duplicate" sign and the period of time the figher was the champion of Europe or the Intercontinental champion.

3. OFFICIALS REQUIREMENTS AT IKAS SANCTIONED EVENTS

3.1 The number of IKAS officials at IKAS sanctioned events:
- 2 IKAS official representatives
- 1 or 2 referees
- 3 or 6 judges
- 1 timekeeper
- 2 kick counters (judges who count all fighters' kicks)

3.2 Other terms:
3.2.1 All IKAS officials present at IKAS sanctioned event must be licensed by IKAS and must be wearing IKAS official uniform
3.2.2 IKAS leaders have right to change or disqualify IKAS officials at IKAS sanctioned event
3.2.3 IKAS officials who are found affected by alchohol or drugs at IKAS sanctioned event will immediately be fined $500 and disqualified until further investigation by the IKAS Disciplinary Committee

3.3 IKAS OFFICIAL TIMEKEEPER
3.3.1 IKAS official timekeeper must keep the official time of IKAS sanctioned fight
3.3.2 IKAS official timekeeper must signal that there are 10 seconds remaining until the beginning of a round by hitting wooden table 3 times with his hammer
3.3.3 IKAS official timekeeper must signal that there are 10 seconds remaining until the end of a round by hitting wooden table 3 times with his hammer

3.4 IKAS OFFICIAL REFEREE
3.4.1 Before a fight IKAS official referee must explain both fighters rules and nuances of the fight. He must make sure that both fighters understand him
3.4.2 Before the start of the first round IKAS official referee must come to each fighter's corner and check for all equipment that is mandatory for a fight. He must probe each fighter's gloves from inside and outside both by sight and with his hands. The referee must make sure each fighter's gloves are properly laced. If the referee detects a flaw he must give a fighter's corner 5 minutes to correct it. If after 5 minutes of time the flaw is not corrected the referee may disqualify a fighter from IKAS sanctioned fight.
3.4.3 Before the start of the first round IKAS official referee must get both fighters with their seconds to the middle of the ring to instruct both fighters about fair fight and ask the seconds not to commit wrongful actions during the fight and explain that this may lead to point deduction
3.4.4 IKAS official referee must open an 8 count if one of the fighters was knocked down, has fallen on his knees or was hanging over the ropes after a distructive strike but got up immediately using his own power
3.4.5 IKAS official referee is not allowed to open an 8 count if a fighter who suffered a distructive strike still can keep his hands on the level with his chin
3.4.6 IKAS official referee must stop the fight if one of the fighters got injured and is not able to continue fighting. If the injury is serious or the referee can not make a decision whether to continue the fight or not, he has the right to invite IKAS official physician to examine the injured fighter. The physician must then make a decision whether the injured fighter can continue fighting or not
3.4.7 When one of the fighters makes an illegal strike IKAS official referee must immediately stop the fight and issue this fighter an official warning. If this fighter makes the illegal strike again he may be deducted from 1 to 3 points depending on the seriousness of violation
3.4.8 IKAS official referee must issue warning to a fighter who constantly evades the fight by running away from his opponent. When after receiving the official warning the fighter keeps on running away from his opponent, the referee has right to stop the fight and disqualify that fighter
3.4.9 When one of the fighters makes a sweep that lands higher than another fighter's footstep or foot and the second fighter gets injured and can not continue fighting, IKAS official referee must begin a 10 count. If when the referee says “10” the fighter does not get up the referee must stop the fight. If this was not a deliberate illegal strike then the referee collects all scorecards to the moment where the fight was stopped and announces his decision. If the illegal strike was deliberate the referee must disqualify the fighter who made the deliberate illegal strike and announce the injured fighter a winner.
3.4.10 When one of the fighters gets injured because of an undeliberate illegal strike or a clash but can continue the fight but later receives an injury to the area injured before, the referee must stop the fight and begin a 10 count. If on the “10” count the fighter does not get up, the referee must collect all scorecards and announce his decision. If the fighter who made the illegal strike leads on the scorecards he will be awarded a loss. If the injured fighter leads on the scorecards he will be awarded a win
3.4.11 IKAS official referee has right to deduct from 1 to 3 points for illegal strikes depending on their seriousness
3.4.12 If one fighter gets knocked down 3 times in one round the referee must stop the fight and award another fighter a win
3.4.13 If a fighter gets knocked down the referee must instruct another fighter to occupy farthest neutral corner
3.4.14 A fighter may be saved by bell in all rounds except the last one
3.4.15 The pause between numbers of the count can not exceed 3 seconds
3.4.16 If a fighter behaves violently with his opponent, referee or a spectator and expresses himself rudely about IKAS officials, the referee must stop the fight and disqualify this fighter. IKAS has right to further disqualify this sportsman for a period of 4 or more months
3.4.17 IKAS official referee has right to make warnings to a fighter's seconds for stepping to the ring and hanging over the ropes, for knocking on the ring and behaving unprofessionally with the referee or the opponent while the fight is in progress. The referee can make two warnings to the fighter's seconds and if they still commit wrongful actions he may deduct 1 point from their fighter

3.5 THE FOLLOWING ACTIONS ARE CONSIDERED AS FOULS:
3.5.1 Leg holding (except muay thai)
3.5.2 Strikes to the back of the head
3.5.3 Strikes to kidneys
3.5.4 Spitting
3.5.5 Elbow strikes (except muay thai)
3.5.6 Spinning hand strikes
3.5.7 Strikes to groin
3.5.8 Throws (mini-throws are allowed in muay thai)
3.5.9 Threats to IKAS official referee
3.5.10 Continuation of the fight after the bell
3.5.11 Rude words
3.5.12 All kinds of pushes that may lead to injury

4. IKAS OFFICIAL JUDGES AND SCORING

4.1 The scoring is carried out by IKAS licensed judges and main supervisor of the IKAS sanctioned event
4.2 Each judge must put from 7 to 10 for each fighter in each round
4.3 The score a fighter gets in a round must be affected by his striking technique, striking accuracy and effectiveness of defense
4.4 If one of the fighters counts 10-15 accented and powerful kicks in around and another fighter counts 8 (or 7 if amateurs) but they have equal punching technique the fighter who showed more good-looking kickboxing will be determined the winner in this round
4.5 IKAS official representatives have right to abolish judges' decision if they feel the judging was unfair
4.6 Judges may add 1 point to a fighter's round score if he showed technically superior, more accurate, powerful and good-looking kicks

4.7 10-10 may be given when both fighters show equal skills: technically perfect punches and kicks and competent defense
4.8 10-9 may be given in a round where one fighter has an advantage of good punching technique but seldom applies kicks and the other fighter vastly uses kicks, has good punching and defense.
4.9 10-9 may be also given when one fighter is obviously technically superior than the other and makes good use of both punches and kicks and has competent defense
4.10 10-7 may be given when one of the fighters is more aggressive during the course of the round, he shows high level of accuracy and competent defense that makes his opponent defending for the whole round
4.11 10-7 may be also given if one of the fighters has obviously lost the whole round and even was in knock down position 1 or 2 times but could get up and continue fighting but was always defending

5. IKAS DISCIPLINARY COMMITTEE

5.1 General regulations:
5.1.1 IKAS DISCIPLINARY COMMITTEE includes members of IKAS board of directors and independent judges

5.1.2 All protests are accepted in written form during 10 days after IKAS sanctioned event
5.1.3 All protests will be considered within 30 days
5.1.4 Protests will not be considered without paying necessary fees
5.1.5 Each protest must be provided with video and photo sources
5.1.6 IKAS Disciplinary Committee considers also protests from promoters and fighters concerning wrongful behaviour of opponent promoters or fighters before or after the fight

5.2 PROTEST FEES
5.2.1 Amateurs:
Rating fights - 50 EUR
National and intercontinental title fights - 75 EUR
World and European title fights - 150 EUR

5.2.2 Professionals:
Rating fights - 100 EUR
National and intercontinental fights - 100 EUR
World and European title fights - 300 EUR

5.2.3 Disciplinary protests - 200 EUR

6. ALCOHOL AND DRUGS

6.1 If a fighter will be found under the influence of forbidden substance, alcohol or drugs he will be immediately disqualified for a period of 1 year or more, fined 3000 EUR or more by IKAS and will be deprived of all his IKAS titles. IKAS will also inform other federations of this incident

7. IKAS OFFICIAL PHYSICIANS

7.1 Every IKAS sanctioned event must include a minimum of 2 IKAS licensed physicians
7.2 IKAS physicians must decide if a fighter is ready to fight or continue fighting after receiving an injury
7.3 If required IKAS physicians can carry out medical tests to detect forbidden substances

8. IKAS OFFICIAL RULES FOR PROMOTERS AND PEOPLE WHO ARRANGE IKAS SANCTIONED EVENTS

8.1 The promoters must pay all the required sanctioning fees for IKAS sanctioned event two months and a half before the show
8.2 In case fighter and his trainer need visas to enter the country where the show takes place, the promoter must first send visa support to the Embassy in this country and to the fighter and his trainer. This must be done two months and a half before the show
8.3 After promoter confirms the fact that they received visas, he must pay the flight or transfer money needed for the purchase of tickets to the bank account of the host country two months and a half before the show
8.4 The promoters must pay IKAS officials', judges', fighters' and trainers' visas, flight, accommodation and meals while in the place of the show
8.5 The promoters must provide 3 meals per day for IKAS officials, judges, fighters and trainers or pay $80 daily allowance per person for meals
8.6 The promoters must arrange a meeting of IKAS officials, judges, fighters and trainers in the airport
8.7 The promoters must pay to IKAS licensed judges of IKAS sanctioned event the amount stated in IKAS official sanctioning fees
8.8 The promoters must come an agreement about judges two months before the show
8.9 The promoters must give all fighters purses to the IKAS official representative prior to IKAS sanctioned event for him to make sure that the promoters really have this money. If the purses money does not exist the promoters will be fined and disqualified and the IKAS sanctioned event will be cancelled
8.10 The promoters must arrange a car travel from an airport to the place of accommodation for IKAS officials and fighters and a travel back to the airport after the IKAS sanctioned event

9. FIGHTER'S FEE FOR PARTICIPATION IN IKAS FIGHTS

9.1 Each fighter participating in IKAS fight must pay a percentage of his purse to the federation
9.2 A fighter must pay 20 percent of a purse of up to 2,000.00 EUR (two thousand Euro);
9.3 A fighter must pay 10 percent of a purse from 2,100.00 EUR (two thousand one hundred Euro) up to 5,000.00 EUR (five thousand Euro);
9.4 A fighter must pay 5 percent of a purse from 5,100.00 EUR (five thousand Euro) and above;
9.5 IKAS reserves the exclusive right to change the fees above after consideration with The Board of Directors.

10. RECOMMENDED PURSES FOR IKAS TITLE FIGHTS

10.1 The purses for vacant Asian title should be not less then 1,000.00 EUR (one thousand Euro) for each fighter;
10.2 The purse for vacant European and Intercontinental titles should be from 1,500.00 EUR (one thousand five hundred Euro) to 2,000.00 EUR (two thousand Euro) for each fighter;
10.3 The purse for vacant World title should be from 2,000.00 EUR (two thousand Euro) to 2,500.00 EUR (two thousand five hundred Euro) for each fighter;
10.4 The purse for vacant titles as stated in articles 10.1, 10.2 and 10.3 may be increased in case a fighter already has one of those titles in other federations or in case a fighter is of higher market value, i.e. has two or three titles in other federations;
10.5 If a fighter is two, three or more times World. Intercontinental, European or Asian champion he has the right to ask for bigger purses at IKAS sanctioned events.

11. OFFICIALS FEES

11.1 A judge must have IKAS official licence (100 EUR, valid for one year);
11.2 A referee must have IKAS official licence (100 EUR, valid for one year);
11.3 All professional IKAS ranked fighters must have IKAS official licence (500 EUR, valid for one year);
11.4 After license expiration, judges and referees must attend a seminar and gain a new license to judge World IKAS fights.
